Project : Establishment of a Digital Academic Guidance Platform (e-SOA) for Middle School, High School, and University Students in Madagascar

Context and Goals

Context
Madagascar faces significant challenges in the academic and professional guidance of young people. An intuitive and interactive digital platform can assist middle school students, high school students, university students, parents, and teachers in making strategic guidance choices.

Goals
The project aims to:

• Provide personalized assistance in academic and
• professional guidance, taking into account the aspirations and skills of the users;
• Integrate artificial intelligence (AI) technologies to offer recommendations tailored to the user profiles;
• Facilitate access to comprehensive and up-to-date information about academic paths, training, career opportunities, and job prospects;
• Ensure a smooth and engaging user experience through an intuitive and ergonomic interface.

Purpose
This call for expression of interest aims to identify actors who could participate in the design, development, and implementation of the digital platform. We are looking for companies, startups, entities, consultants, or consortiums with expertise in:

• Development of interactive digital platforms;
• Deployment of cloud solutions and data security;
• Artificial intelligence applied to guidance and education;
• Designing user experiences tailored to a young audience;
• Deployment of cloud solutions and data security.

Eligibility Criteria

Applicants must meet the following criteria:

• Proven experience in the development of web and mobile applications;
• Expertise in artificial intelligence and data analysis;
• Knowledge of the Malagasy educational context and guidance needs;
• Ability to work in Agile mode with progressive deliverables;
• References of similar projects completed.

Submission Guidelines

Interested entities are invited to submit a dossier including:

• An indicative budget estimate;
• A presentation of the organization or consortium;
• A methodological note describing the proposed approach;
• A detailed description of the features proposed for the platform;
• A portfolio of similar projects;
• CVs of the experts involved;
• A tentative timeline;
• An indicative budget estimate;

Dossiers must be submitted by email to e-soa@nic.mg before 25
april 2025

Selection Process

Proposals will be evaluated based on the following criteria:

• Financial proposal suitable for the project budget;
• Passion for development and new technologies;
• Coherence and relevance of the proposed features;
• Experience and references of the applicants;
• Technical and organizational capacity;
• Financial proposal suitable for the project budget.

Shortlisted candidates will be invited for a presentation before an evaluation committee.
